Generally speaking, the months of March through May (spring) and October through December (autumn) are the best times to travel to these places. You can see the mountains and surrounding areas clearly, and the weather is pleasant.
Bagdogra Airport, which has good connections to important Indian cities, is the airport closest to Gangtok. To get to Gangtok, Pelling, or Darjeeling from there, you can either hire a taxi or ride in a shared taxi. As an alternative, you can travel there by train. The closest significant rail hub is New Jalpaiguri (NJP).
If you want to visit puts like Nathula Pass or Tsomgo Lake, or other restricted areas in Gangtok, Pelling, or Darjeeling, you do need permits. A Protected Area Permit (PAP) or Restricted Area Permit (RAP) is also required for foreign visitors. These licenses can be acquired from authorized tour operators or the relevant government agencies.
