The closest significant rail hub is New Jalpaiguri (NJP).

Are permits necessary to enter these locations?

 If you want to visit puts like Nathula Pass or Tsomgo Lake, or other restricted areas in Gangtok, Pelling, or Darjeeling, you do need permits. A Protected Area Permit (PAP) or Restricted Area Permit (RAP) is also required for foreign visitors. These licenses can be acquired from authorized tour operators or the relevant government agencies.
